Introduction
------------
The Town of Islip Amateur Radio Emergency Services, herein called
Islip ARES Group for brevity, is comprised of FCC-licensed amateur
radio operators who have voluntarily registered their capabilities
and equipment for the purpose of Public Service communications.
These individuals are registered with the American Radio Relay League's
Amateur Radio Emergency Service, they may also be registered with
the SCEMO as RACES volunteers.

a. Scope of Plan
The Islip ARES Group provides emergency communications, and can
provide adjunct communications should conditions require.
Our operational area is the Town of Islip, however we are available
where needed as so activated and authorized.

b. Purpose
The plan is designed to provide a basic outline of the resources and
operations of the Islip ARES Group.

Authority
---------
Under FCC Rules and Regulations, Part 97 subpart A specific authority
is given for emergency communications on frequencies designated by
the FCC.
†
By Resolution of the Islip Town Board, Islip ARES is authorized
to provide emergency communications, and utilize town facilities
under direction of the Director of Emergency Management.
Activation
---------
a. The following individuals and agencies have authority to activate
Islip ARES and mobilize personnel and resources;
†
Radio Officer - Town of Islip (EC)
Suffolk County Emergency Management Office (SCEMO)
State and Federal officials through the SCEMO
Town of Islip - Director of Emergency Management
Town of Islip - Deputy Director of Emergency Management
In the absence of above officials, their successors or designates.
b. The following agencies may activate Islip ARES through the above
officials;
Adjoining Townships
American Red Cross
Hospitals
Salvation Army
Suffolk County Fire, Rescue and Emergency Services (SCFRES)
Suffolk County Police Department (SCPD)
Any other agency requiring communications assistance when deemed
appropriate by above listed officials

Activation Procedures
--------------------------
1. Any member who for any reason suspects that a communications
emergency exists, or suspects that an adjunct communications
need exists should monitor the assigned net frequency for activity.
†
2. Members monitoring the repeater may be alerted by activation
of an Emergency Group Call.
†
3. Members may be alerted by telephone call-up. (telephone tree)
†
4. Members may be alerted by listening to announcements from an
Emergency Broadcast Station.
†
Mobilization
-------------
Upon awareness that an emergency exists members of Islip ARES
shall check-in to the Islip ARES Emergency Net and await instructions.
†
The EC or his designate will become the Net Control Station (NCS).
†
The EC or designate will advise which EOC staff to attend the EOC.
†
The net shall be operated from the Islip ARES Emergency Operations
Center (EOC) located at Islip Town Hall.
†
Should the NCS be activated prior to arrival at the EOC, the EC or
designate will assign NCS responsibilities until the EOC is staffed.
†
If circumstances do not allow net operations to be conducted at the
EOC, specific authority may be granted by the EC to conduct
operations elsewhere.
†
The NCS will be the focal point of operations, unless sub-nets are
authorized by the EC.
†
The EC or designate will assign specific duties to members as
required by prevailing circumstances.
†
The EC or designate will request assistance from outside agencies or
town departments as required by prevailing circumstances, and as authorized.
†
All requests for Mutual Aid will be coordinated with SCEMO and
Town staff to prevent incorrect assignment.
†
The EC or designate will request assistance from non-member,
licensed amateur radio operators within his jurisdiction if
the appropriate officials so approves.
Liaison Stations that have been previously assigned permanent duties
as "Official Emergency Stations" will be dispatched to their tasks as
required. Any additional required liaisons to nets or agencies will be
assigned as required.

Additional radio operators that are assigned to handle radio
communications will be designated as an "Official Emergency Station"
for the duration of their participation.

Resources
----------
†
a. Volunteers
†
Islip ARES Group
These volunteers are licensed amateur radio operators.
They are also members of Suffolk County RACES.
They complete a Oath of Loyalty and participate in SC RACES.
They are expected to complete FEMA IS-2, as well as participate in
preparedness drills. They carry a RACES identification card issued
by SCEMO, signed by the Commissioner of SCFRES
They carry ARES identification issued by the ARRL.

Other Licensed Amateur Operators
†
These volunteers are licensed amateur radio operators.
They are not members of RACES or ARES. They may be members
of other public service organizations, such as Skywarn or REACT.
They do not ordinarily participate in preparedness drills, but may
have had other training.
†
†
Acquaintances
†
Able bodied citizens who show proper identification.
(Driver's License, etc.)
These volunteers will be called into service with ARES volunteers
only when circumstances require such action, and approved.
Citizens may inquire of the EC or designate for assignment.
Their activity will be closely monitored by a Islip ARES member.
b. Equipment
All ARES members have pledged their services and equipment to
be used in event of a Emergency. The Islip ARES Group will work closely
with the Town of Islip so that resources will be best utilized.

c. ARES as a Resource
Islip ARES is a communications resource considered available to
government and public service agencies as required and authorized.
The abilities of Islip ARES may be diversified or as specialized as needed.
d. Frequencies
A listing of regularly used net frequencies is listed in Appendix F.
A listing of regularly monitored frequencies is listed in Appendix E.
A frequency database is recorded on a PC at the EOC.
Frequencies used by Islip ARES will be coordinated with SCEMO.
e. Volunteers outside Islip ARES Jurisdiction
Mutual Aid must be requested by officials listed under " Activation ".
Mutual Aid must always be coordinated by appropriate officials.
Amateur Radio operators outside the Islip Jurisdiction will check in
with their respective Emergency net for assignment.
f. Islip ARES member outside the jurisdiction
Should the services of Islip ARES members be required outside of the
township, the agency requesting Mutual Aid must coordinate such a
request with the officials listed above under " Activation "
Operations
----------
All operations will follow established protocols as used in an ICS.
The Islip ARES staff and Member roster can be found in Appendix A.
Listing of Important Telephone Numbers can be found in Appendix B.
Technological Hazard Response Plan can be found in Appendix C.
Severe Weather Response Plan can be found in Appendix D.
Logistical or Medical Emergency Response Plan can be found in
Appendix H.

A database of EOC members and Important telephone numbers will
be kept on a PC at the EOC.
†
All messages and notifications leaving from the EOC will be recorded
in a permanent fashion. Facilities for such recording will are provided
on a PC in the EOC. All messages recorded electronically will be
printed on a real time basis, or as soon as practical.
†
All messages and notifications coming into the EOC will be recorded
on ARRL form FSD-3, or its electronic equivalent, and will follow
Radiogram format. In absence of Form FSD-3, the agency originating the message
must use their official stationary, and bear the
signature of issuing official.
†
All official messages received by radio from SCEMO, or other agencies
must include a message number, and follow NTS format.
The EOC will maintain a visitor log, where all operators and visitors
must sign in.
†
NCS will maintain a regular roll call, as conditions allow.
†
Regular Net protocol will be followed, stations may not transmit
unless requested to do so.
†
Stations transmitting advisories to NCS will refrain from including
opinion or conjuncture.
†
When assigned a task by NCS the ARES member shall report
a. When arrived at that assignment (if applicable)
b. If there are unusual circumstances that require notation.
c. Such traffic as required and authorized.
d. When the task is completed.
†
NCS shall maintain a communications link with County EOC during
activations.
†
NCS shall maintain other links as specified by the EC.
†
If a directive cannot be complied with, the EC must be notified ASAP
†
Drills and Training
-----------------
†
a. Drills
†
In addition to Public Service Communications, Islip ARES will provide
support communications in conjunction with local events to test the
effectiveness of operations.
†
At the discretion of the EC, a net operation will be activated
unannounced. Activation procedures will be as diversified as possible,
so as to test effectiveness. These operations will occur at intervals
designated by the EC.
†
A minimum of one annual full scale test will be conducted to test the
effectiveness of the communications systems. This exercise may be
conducted on the 3rd weekend in October in conjunction with the
nationwide Simulated Emergency Test. (SET)
†
Islip ARES will operate a weekly on the air net to assist with training
and disseminating information required to facilitate emergency
communications for the Town of Islip area.
Islip ARES will conduct periodic training sessions to further members
skills and knowledge of Emergency Communications.
†
Islip ARES will encourage its members to participate in nationwide
emergency nets, traffic handling nets (NTS), mitigation and
preparedness outside the group, encourage participation in FEMA
and American Red Cross study courses and workshops.
Islip ARES will conduct courses in radio technology, free of charge,
as a public service.
†

Appendix A - Islip ARES Roster
The telephone tree works as follows. The EC or an AEC starts the
process, the person called is responsible to continue the process by
calling the person below them on the list. If the next person is
unreachable, skip the name and go on to the next. Notify the NCS
at check-in time that the person was unreachable.

Appendix C - Technological Hazards Response Plan

a. Hazardous Materials (HAZMAT)

Islip ARES volunteers are NOT qualified in HAZMAT response.

Islip ARES volunteers may not approach an incident scene unless
specifically requested and authorized to do so.
†
Communications to the Incident Commander will take place through
SCFRES communications, unless otherwise instructed.
†
Full Activation Protocols will apply.
†
Islip ARES volunteers stand ready to assist the on scene
Incident Commander from the appropriate Hazardous Materials
Response Team through direction of SCFRES and SCEMO.
Such assistance may include, but is not limited to;

* Assisting in shelter related communications

A listing of ARES/RACES Net frequencies
†
Islip ARES members may participate in the nets of adjoining
jurisdictions at the invitation of the NCS of that Net.
However, all Islip ARES members are encouraged to listen-in
for training purposes.

Appendix G - Logistical & Medical Emergency Response Plan
In the event of a incident that causes a Medical or Logistical
Emergency the Islip ARES group stands ready to assist.
†
These two items are combined because of similar requirements.
†
Full activation protocol will apply, when required by SCEMO, SCFRES,
the Town of Islip, or other authorized agency.
†
This type of incident might typically be caused by;
†
A passenger train wreck.
An airplane crash.
A terrorist act, or act of civil unrest.
a. Mobilization
†
Mobilization procedures as outlined above will be followed,
unless specifically instructed otherwise by EC or designate.

b. Medical Coordination
†
Medical coordination will follow NDMS procedures unless specifically
instructed otherwise by the EC.

In the absence of NDMS coordination the EC or designate will request

Introduction
------------
The Town of Islip Amateur Radio Emergency Services, herein called
Islip ARES Group for brevity, is comprised of FCC-licensed amateur
radio operators who have voluntarily registered their capabilities
and equipment for the purpose of Public Service communications.
These individuals are registered with the American Radio Relay League's
Amateur Radio Emergency Service, they may also be registered with
the SCEMO as RACES volunteers.

a. Scope of Plan
The Islip ARES Group provides emergency communications, and can
provide adjunct communications should conditions require.
Our operational area is the Town of Islip, however we are available
where needed as so activated and authorized.
†

b. Purpose
The plan is designed to provide a basic outline of the resources and
operations of the Islip ARES Group.
†
†
Authority
---------
Under FCC Rules and Regulations, Part 97 subpart A specific authority
is given for emergency communications on frequencies designated by
the FCC.
†
By Resolution of the Islip Town Board, Islip ARES is authorized
to provide emergency communications, and utilize town facilities
under direction of the Director of Emergency Management.
Activation
---------
a. The following individuals and agencies have authority to activate
Islip ARES and mobilize personnel and resources;
†
Radio Officer - Town of Islip (EC)
Suffolk County Emergency Management Office (SCEMO)
State and Federal officials through the SCEMO
Town of Islip - Director of Emergency Management
Town of Islip - Deputy Director of Emergency Management
In the absence of above officials, their successors or designates.
b. The following agencies may activate Islip ARES through the above
officials;
Adjoining Townships
American Red Cross
Hospitals
Salvation Army
Suffolk County Fire, Rescue and Emergency Services (SCFRES)
Suffolk County Police Department (SCPD)
Any other agency requiring communications assistance when deemed
appropriate by above listed officials

Activation Procedures
--------------------------
1. Any member who for any reason suspects that a communications
emergency exists, or suspects that an adjunct communications
need exists should monitor the assigned net frequency for activity.
†
2. Members monitoring the repeater may be alerted by activation
of an Emergency Group Call.
†
3. Members may be alerted by telephone call-up. (telephone tree)
†
4. Members may be alerted by listening to announcements from an
Emergency Broadcast Station.
†
Mobilization
-------------
Upon awareness that an emergency exists members of Islip ARES
shall check-in to the Islip ARES Emergency Net and await instructions.
†
The EC or his designate will become the Net Control Station (NCS).
†
The EC or designate will advise which EOC staff to attend the EOC.
†
The net shall be operated from the Islip ARES Emergency Operations
Center (EOC) located at Islip Town Hall.
†
Should the NCS be activated prior to arrival at the EOC, the EC or
designate will assign NCS responsibilities until the EOC is staffed.
†
If circumstances do not allow net operations to be conducted at the
EOC, specific authority may be granted by the EC to conduct
operations elsewhere.
†
The NCS will be the focal point of operations, unless sub-nets are
authorized by the EC.
†
The EC or designate will assign specific duties to members as
required by prevailing circumstances.
†
The EC or designate will request assistance from outside agencies or
town departments as required by prevailing circumstances, and as authorized.
†
All requests for Mutual Aid will be coordinated with SCEMO and
Town staff to prevent incorrect assignment.
†
The EC or designate will request assistance from non-member,
licensed amateur radio operators within his jurisdiction if
the appropriate officials so approves.
Liaison Stations that have been previously assigned permanent duties
as "Official Emergency Stations" will be dispatched to their tasks as
required. Any additional required liaisons to nets or agencies will be
assigned as required.

Additional radio operators that are assigned to handle radio
communications will be designated as an "Official Emergency Station"
for the duration of their participation.
†

Resources
----------
†
a. Volunteers
†
Islip ARES Group
These volunteers are licensed amateur radio operators.
They are also members of Suffolk County RACES.
They complete a Oath of Loyalty and participate in SC RACES.
They are expected to complete FEMA IS-2, as well as participate in
preparedness drills. They carry a RACES identification card issued
by SCEMO, signed by the Commissioner of SCFRES
They carry ARES identification issued by the ARRL.

Other Licensed Amateur Operators
†
These volunteers are licensed amateur radio operators.
They are not members of RACES or ARES. They may be members
of other public service organizations, such as Skywarn or REACT.
They do not ordinarily participate in preparedness drills, but may
have had other training.
†
†
Acquaintances
†
Able bodied citizens who show proper identification.
(Driver's License, etc.)
These volunteers will be called into service with ARES volunteers
only when circumstances require such action, and approved.
Citizens may inquire of the EC or designate for assignment.
Their activity will be closely monitored by a Islip ARES member.
b. Equipment
All ARES members have pledged their services and equipment to
be used in event of a Emergency. The Islip ARES Group will work closely
with the Town of Islip so that resources will be best utilized.

c. ARES as a Resource
Islip ARES is a communications resource considered available to
government and public service agencies as required and authorized.
The abilities of Islip ARES may be diversified or as specialized as needed.
d. Frequencies
A listing of regularly used net frequencies is listed in Appendix F.
A listing of regularly monitored frequencies is listed in Appendix E.
A frequency database is recorded on a PC at the EOC.
Frequencies used by Islip ARES will be coordinated with SCEMO.
e. Volunteers outside Islip ARES Jurisdiction
Mutual Aid must be requested by officials listed under " Activation ".
Mutual Aid must always be coordinated by appropriate officials.
Amateur Radio operators outside the Islip Jurisdiction will check in
with their respective Emergency net for assignment.
f. Islip ARES member outside the jurisdiction
Should the services of Islip ARES members be required outside of the
township, the agency requesting Mutual Aid must coordinate such a
request with the officials listed above under " Activation "
Operations
----------
All operations will follow established protocols as used in an ICS.
The Islip ARES staff and Member roster can be found in Appendix A.
Listing of Important Telephone Numbers can be found in Appendix B.
Technological Hazard Response Plan can be found in Appendix C.
Severe Weather Response Plan can be found in Appendix D.
Logistical or Medical Emergency Response Plan can be found in
Appendix H.

A database of EOC members and Important telephone numbers will
be kept on a PC at the EOC.
†
All messages and notifications leaving from the EOC will be recorded
in a permanent fashion. Facilities for such recording will are provided
on a PC in the EOC. All messages recorded electronically will be
printed on a real time basis, or as soon as practical.
†
All messages and notifications coming into the EOC will be recorded
on ARRL form FSD-3, or its electronic equivalent, and will follow
Radiogram format. In absence of Form FSD-3, the agency originating the message
must use their official stationary, and bear the
signature of issuing official.
†
All official messages received by radio from SCEMO, or other agencies
must include a message number, and follow NTS format.
The EOC will maintain a visitor log, where all operators and visitors
must sign in.
†
NCS will maintain a regular roll call, as conditions allow.
†
Regular Net protocol will be followed, stations may not transmit
unless requested to do so.
†
Stations transmitting advisories to NCS will refrain from including
opinion or conjuncture.
†
When assigned a task by NCS the ARES member shall report
a. When arrived at that assignment (if applicable)
b. If there are unusual circumstances that require notation.
c. Such traffic as required and authorized.
d. When the task is completed.
†
NCS shall maintain a communications link with County EOC during
activations.
†
NCS shall maintain other links as specified by the EC.
†
If a directive cannot be complied with, the EC must be notified ASAP
†
Drills and Training
-----------------
†
a. Drills
†
In addition to Public Service Communications, Islip ARES will provide
support communications in conjunction with local events to test the
effectiveness of operations.
†
At the discretion of the EC, a net operation will be activated
unannounced. Activation procedures will be as diversified as possible,
so as to test effectiveness. These operations will occur at intervals
designated by the EC.
†
A minimum of one annual full scale test will be conducted to test the
effectiveness of the communications systems. This exercise may be
conducted on the 3rd weekend in October in conjunction with the
nationwide Simulated Emergency Test. (SET)
†
Islip ARES will operate a weekly on the air net to assist with training
and disseminating information required to facilitate emergency
communications for the Town of Islip area.
Islip ARES will conduct periodic training sessions to further members
skills and knowledge of Emergency Communications.
†
Islip ARES will encourage its members to participate in nationwide
emergency nets, traffic handling nets (NTS), mitigation and
preparedness outside the group, encourage participation in FEMA
and American Red Cross study courses and workshops.
Islip ARES will conduct courses in radio technology, free of charge,
as a public service.
†

Appendix A - Islip ARES Roster
The telephone tree works as follows. The EC or an AEC starts the
process, the person called is responsible to continue the process by
calling the person below them on the list. If the next person is
unreachable, skip the name and go on to the next. Notify the NCS
at check-in time that the person was unreachable.

Islip ARES volunteers may not approach an incident scene unless
specifically requested and authorized to do so.

Communications to the Incident Commander will take place through
SCFRES communications, unless otherwise instructed.

A listing of ARES/RACES Net frequencies
†
Islip ARES members may participate in the nets of adjoining
jurisdictions at the invitation of the NCS of that Net.
However, all Islip ARES members are encouraged to listen-in
for training purposes.

Appendix G - Logistical & Medical Emergency Response Plan
In the event of a incident that causes a Medical or Logistical
Emergency the Islip ARES group stands ready to assist.
†
These two items are combined because of similar requirements.
†
Full activation protocol will apply, when required by SCEMO, SCFRES,
the Town of Islip, or other authorized agency.
†
This type of incident might typically be caused by;
†
A passenger train wreck.
An airplane crash.
A terrorist act, or act of civil unrest.
a. Mobilization
†
Mobilization procedures as outlined above will be followed,
unless specifically instructed otherwise by EC or designate.
†
b. Medical Coordination
†
Medical coordination will follow NDMS procedures unless specifically
instructed otherwise by the EC.
†
In the absence of NDMS coordination the EC or designate will request
specific instructions from SCEMO.
c. Manpower
†
EC by direction of the Town of Islip or jurisdictional official will
seek additional manpower as needed.
